radiator fan and air conditioner fan not working

my car overheats instantly after starting and I have noticed both fans not kicking in.

I would think that the most likely cause is a bad coolant temperature sensor. Its job is to tell tell the computer how hot the coolant is. The computer uses this information to decide when and how fast to run those fans.

The image below is of the sensor location, which is under the air cleaner (black plastic box where the air filter is located).
