Push button start switch is stuck on, original key misplaced?

We are trying to obtain a key. The locksmith cannot proceed due to a stuck open push button start switch. We don't know if there is a problem with the push button switch, the key sloth, or something else. Can you assist me with information as to system operation please? Thanks!
