If it's just that one window, the best suspect is a broken wire between the door hinges. Related to this, it's important to understand that regardless which switch is being pressed, current flow through a passenger window motor has to flow through two parts of both switches, the driver's master switch and that passenger switch. Given the driver's door sees much more use than any other door, the best place to start looking for a broken wire is between the driver's door hinges. You may get a clue by holding a passenger window switch pressed while opening and closing the door. If the window works intermittently, it's a safe bet there's a broken wire.
There may be a rubber boot that must be pulled back to see the wires. I've never done this repair on a Jeep, but as I recall, the wire harness can be unbolted and repaired on a workbench. Most vehicles don't offer that opportunity, so I've done the repairs right on the vehicle. If you do find a broken wire, let me know, then I'll describe how to do the repair.
