No power to steering wheel components

Fuse 13 in the Smart Junction Box supplies all of the circuits you mentioned. It is located on the side panel under the dashboard on the passenger side. (See pictures)

That fuse checks out okay. The follow up questions are: Does all power to the cruise control buttons, horn, and airbag pass through the clock spring? In other words, can a bad clock spring account for the loss of all these functions? And finally, is there a diagnostic procedure to test it before I replace it? Thanks jonnyb1963 so much for your great help and patience with this problem.

Yes, all of those items pass through the Clock Spring. And it's actually a very common problem. I have attached a couple of schematics for you to look at. You can see the horn, airbag, and cruise control buttons all pass through there. Let look around for a really clear procedure for you.

In short though, you will need to remove the steering wheel, and the clock spring. Then you will need to do some testing with a meter to test the resistance on each of the pins.
