Power steering system not working?

When the engine is running, can you remove the fluid cap for the power steering and see the fluid circulating? The only thing left to the system is the return hose. You may have a defective steering rack. Here is the steering system diagram so you can see what I am talking about. Friday, I removed the return line from the reservoir and capped off the return line port on the reservoir. I connected some clear tubing to the return line and put it in the top of the reservoir. With the tires off the ground, I cranked the wheel from lock to lock several times. The fluid was flowing, and I saw several air bubbles come up. Next, I started the engine and could see that the fluid was flowing well, and more air bubbles came up. I was encouraged, but when I put it all back together and made sure the fluid level was good, I lowered the car and there was no change. The power assist seems to work a little, but it's mostly not there. Your thoughts?

Since you did two pumps, and you can see fluid flowing, I would say you have a defective steering rack.

Finally got the replacement installed last night. It was an improvement. i think there must be some air in the system that will work out with time. With the car jacked up I turned the wheel from stop to stop 10 times until the gurgling stopped, but after that there was still some stiffness (more than normal) at low speed turning. I'm thinking you get what you pay for. The vendor was the lowest price on Amazon.
