Power steering pump car not programming

Well I took my car into the dealership to have my battery replaced and found out there were six open recalls on my car. Then they told me my power steering pump is failing and they need to replace it. I Googled and my car did not have any of the symptoms of a power steering pump failure before I took it in and they quoted me $1,200.00 for it when the national average for parts and labor for my exact car is $399-$500.00. I declined and now they are saying they cannot get my car to program or drive straight cause the pump is failing and they have been saying that since Monday while also saying that they will have it fixed in an hour repeatedly.
