I'm considering changing the rack and pinion from power to manual. Is there any reason I shouldn't?
The pump was dry when I purchased the car. I found a reman manual r&p for a decent price and figured I'd get a
bit better mileage without the pump dragging down the engine. Plus, even now without the power assist, it's pretty easy to steer.
Good idea or bad?

Your choice really, i would be fixing the power steering, the pump load is near zero when driving, but there is no reason why you cant do this.
