My belt came off and a day before in the icy cold snow weather it leaked out of bottom of pump. While driving the belt broke and car lost power.
Can I just add a Lucas steering stop leak and put on a new belt?

Chemicals rarely fix mechanical problems. The first thing you have to so is determine what is leaking. We cannot do that over a computer. Next, you have to figure out why the belt jumped off. Logically, both problems have a common cause. I can think of two things that could cause both problems. The first is power steering fluid sprayed onto a pulley and that allowed the belt to slide off. The better suspect is a bearing failed in the power steering pump, and that allowed fluid to leak past the seal, and the tipped pulley caused the belt to walk off the side. You can identify that by twisting the pulley and seeing if it wobbles back and forth.
