Hard to turn left and right. It has fluid and makes a little noise.

If the noise is there when you start to turn, probably is a faulty pump.

It does not make noise continuously. It is hard to turn left and right.

I would get a pump line pressure test done to prove pump condition first. if faulty replace, if okay rack will be faulty.
