I tried a bottle of Lucas oil stop leak and refilled the power steering fluid, but it did nothing. There is no sign of leak.

Good morning,
The stop leak was a bad decision. That stuff just swells the seals to try to get it to work again. The problem is it swells them so much that they break and then you have damage to the pump and the steering gear itself.
I attached pictures of the pump and the rack assembly for you.

Thank you for the help and the links.
The problem existed before I put the stop leak in there, I'm just wondering how flushing it could improve.

It most likely will not but the last thing you want to do is let that stuff get into the new parts and contaminate them and have them fail in a short period of time.
