Power steering whining and hard to turn?

My steering wheel is very hard to turn, I have to use all my weight. It is also making a whining sound when I go left to right. I have replaced the serpentine belt, the tension pulley, the pressure hose and the fluid is full. What do I do? What is with it?

Hi,

If you are hearing a whining sound, it sounds low on fluid. However, I did come across a technical service bulletin indicating a specific way to bleed the power steering fluid of air.

If you look below, I attached the bulletin. Take a look at it and let me know if this is something you feel comfortable performing.
