Possible bad rear differential

While having the rear end of my truck jacked up, I found that the rear wheels would not budge when trying to spin them. The brakes have been changed and checked over for any locking and it has been ruled out.

I'm not sure if it's just ignorance but shouldn't the rear tires spin when lifted off the ground either both the same way or opposite directions if it's an open carrier?

Was the transmission in neutral? If it was then yes. They should spin. I suspect the parking brakes are adjusted to tight and they are actually dragging. I attached the procedure to adjust the parking brake in the rear. The other possible cause is the parking brake is applied indicating the lever or cable is not adjusted properly.
