Positive battery cable cable shorted out on manifold, could this fry the ECM

Positive battery cable melted against the manifold, since then the fuel pump and injectors aren't receiving signal from ECM, pump and repay are new, pump works when a 12 volt jumper wire is connected, injectors have power with key on but no spray, could the shorter out positive cable have fried the ECM?

Yes, it could have fried all kinds of things. You first step is to test all the fuses with a test light and check all the fusible links at the starter.
