I was told by a local tire dealer that I cannot switch my wheels from 21" to 18" unless I get the transmission reprogrammed. Is this true?

No, however if you have tire pressure monitoring you may have problems calibrating,also make sure you have the same overall diameter as the other wheels or you may have psm issues,and lastly make sure the wheels are the correct offset or the brake calipers may rub on the wheels.
