Saying wiring he did change starter but didn't do it right so redid it fired up can that be causing backfiring one day he had another problem car would start he got start then race motor black smoke came out then check fuel pressure brother told him fuel pressure regulator change it no black smoke

He didn't change carbon canister just hoses

Check for a major vacuum leak, the whistling sound is probably where it is coming from. Un-metered air can cause the engine to race and run rich.
