I went out to get in my car and it won't start?

I went out to get in my car and it won't start, it is not the battery because my radio and lights work. What is the problem? I do not have an owners manual to reference, so I am at a loss. I was told that these car has a cut off switch if the wrong key is placed it the ignition but the right key was used.
