1990 Pontiac Sunbird No fuel spray at fuel injector

Engine Performance problem
1990 Pontiac Sunbird 4 cyl Front Wheel Drive Automatic

The engine cranks fine but does not start.
Bright strong spark at all 4 plug wire ends.
Has 12 psi at throttle body during prime and crank.
Injector has 12v and annode light pulses during crank.
Injector sprays fuel when control side momentarly grounded and engine starts/ runs momentarly.
Injector resistance spec. any one??????
ECM or injector at fault??????????
