2002 Pontiac Montana Wear tabs

At the bottom and behind the front brake rotors there's a 2.5 inch oval shaped metal tab that's rubbing on both rotors making an awful squealing sound. What are these tabs for and what is the squeal trying to tell me? In the photo, it's the piece between the lower ball joint and and rust ring on the rotor.

The brakes pads need replaced.

I'm no certified mechanic, but when I take the calipers and the pads off and these wear tabs still rub up against the rotor and squeal when I turn the rotor - how do the tabs in the photo know the brake pads in my hand are worn out?
