Is there an access panel for the fuel pump under the carpet in my van?

No, you have to drop the fuel tank. An access panel would have been a good idea, but they never did it. I have heard of people "cutting" one in, but I would not recommend it.

Sorry, tank has to come down if you do it by the book. There are people who have cut the floor open but not something I recommend. Fuel vapor + spark while cutting = Not anything good!

We can hear the fuel pump running, there is fuel at the engine, but the van will still not start. If we manually inject gas at the throttle body, the van runs until this gas is burned.

Assuming this is a fuel issue and that spark and compression are good, since the fuel is getting to the injectors but no further, you will need to test the injectors to ensure they are pulsing. If they are not, check fuses and relays. If they are then test the fuel pressure to ensure there is enough fuel being pushed through by the fuel pump.
