What needs to be done. Leaking rear wheel cylinders. One side is leaking on the brake shoes. The other side has a small leak, but not on the brake shoes. One service center wants to replace 2 cylinders and labor. Replace brake shoes on one side, hardware, labor and resurface front rotors, and labor.. Cost $400. Another service center wants to replace both cylinders, replace 2 drums, replace both sides brake shoes, hardware,labor, labor, brake flush, brake fluid, change power steering fluid, labor, and shop supplies. Cost $600.

Its not good for safety reasons to go against reccomended repairs from the shop, but it sounds like at the very least you need complete new rear brakes, drums and shoes, and wheel cylinders. It does not pay to just do one side shoes come in sets. I would ask what other hardware is involved it shouldn't be much if any(brake cleaner$6-12,rags&brake fluid$10-20). Why would they turn front rotors and not put on new pads? if you can get all this done for $400 it's not a bad deal at all.
