when do you replace shocks and struts, andhow responsible could the sway bar be for the handling and front vibrations of the van

Generally you replace shocks and struts when they begin leaking fluid. If you push down the front or rear of car it should bounce once, if it bounces more than that, generally you have a leaking strut.

Vibrations can be caused by bad alignment, tire balance, hub bearings, ball joints, bushings etc. Have front suspension inspected for loose/broken components.
