1991 Pontiac Lemans timing belt

This is an interference engine did belt break? if yes valve damage has occured.

I put a new belt on it, but it is not starting up. What is the cost to fix something like this?

SoT-belt broke engine running? if yes check compression any cylinders down will have bent valve.
