2004 Pontiac Grand Prix 6 cyl Wheel Drive Type unknown Automatic 75000 miles

I have three main problems with my 04 grand prix the first is
1.) I got my sun roof replaced about 6 months ago and when I go through a car wash or if it rains heavy water leaks through my dome light.
2.) There's a noise, sounds like static that occurs randomly inside my car. When I turn off my car and open my doors it still continues. When I step on the gas you can hear the noise get louder. I believe its coming from the top of my dashboard b/c when I hit the dashboard the noise stops.
3.) My rear parking lights went out (both of them), but my brakes lights work. I got the fuse changed and now one is blown. The light bulb is good and the fuse is good, is this an electrical problem linked with the noise or could my sunroof leaking cause an electrical problem?
