1999 Pontiac Grand Prix Howling Noise

My car makes a howling noise when I steer. Its the loudest when I accelerate around corners, especially tight corners. I'm assuming this would have something to do with the power steering system. I don't recall ever checking the fluid level and I've had the car for 7 years. I am trying to locate where the reservoir is and I'm having no luck at all. I have a Chilton manual and the diagrams show the reservoir for a 3.5L but mine is a 3.8L Series II (vinK). The diagrams show nothing regarding power steering. I'm assuming it would be near the pump but I'm just not seeing it. Also, if there was something wrong with the power steering, would the steering get easier? At times I can turn the wheel with almost no effort at all. Any advice would be greatly appreciated

PS steering pump is driven by belt, so follow belt, has a little cap on it, says PS fluid.
