1995 Pontiac Grand Prix Its blowing a ECM Bat 20 amp fuse

Can anyone tell me why this fuse keeps burning up? Its located under the hood in the electrical center on the passenger side of the car. I had recently had my heads machined and put it all together, charged my battery, got it started, took it for a 10 minute test drive and it ran great. I parked it, let it idle for a good 20 minutes while drinking a cold one so I could charge the battery and the car sputtered out. I tried to crank it up, it turned over but never started. I also put in a new fuel pump, relay switch, and ECM. I am currently unemployed and want to thank all my family and friends for all their help in getting me this far. HELP ME PLEASE!

Take the power distribution box out, and check for burnt, or bare, shorted wires under it, chec ECM grounds...

I did all of the above, everything looks good as far as I can see. I even removed the eletrical tape to see the integrity of the wires. In my repair manual it says that 95% of the time a fuse is blown it due to faulty ground, I have checked most of the ground wires by untightening a retightening in a different position but it still blowing the fuse.

Find the TACH wire, make sure it's NOT grounding out! Usually it's light brown. Goes on the (-) side of the coil.
