2002 Pontiac Grand Am Is it a fuse?

Electrical problem
2002 Pontiac Grand Am 4 cyl Automatic 113121 miles

I have been having a problem with my car for the past few months. When I start my car, my engine turns over and runs but sometimes my gages, lights, and radio will all have a delay. I can physically drive the car but the delay lasts for up to a minute or two. The only thing that will come on automatically is my service engine soon light which has been intermittenly coming on for the past few months. I have taken it to two mechanics but they haven't been able to duplicate the problem. It's back doing it again and I want to know what could be going on and prepare myself for if I have to get it fixed.

Hi there, Thank you for the donation, I would be checking the loom for a dirty or loose electrical terminal, or a dirty, corroded, fuse check fuses indicated in pic these are dash related fuses.
