1999 Pontiac Grand Am Handling issues

Hi I have a 99 Grand AM SE (2.4 L). The ABS and TRAC off lights are always on and so many people have told me that it is most likely a sensor problem but I have to disagree. The car swerves terribly and pulls very hard to the right and there is a "snapping" or "popping" sound coming from the right wheel whenever I turn. I have had it alligned 4 times so that is not the problem either. I have had the following parts replaced: Hub assembly ( 2 x's but not making the same sound now as it did when they needed to be replaced), inner and outer tie rod ends, sway bar, rack and pinion, brakes and rotors, rear stabalizer bars and rear struts. There was a recall on this vehicle stating that the steering wheel retaining nut could have been improperly tightened. I don't know if this was ever checked because I bought it used 3 years ago. Could the symptoms I described possible be related to that recall? Please help. Thank you so much.

Yes it could, I would certainly contact the dealer about it, recall's transfer with different owners.
