1998 Pontiac Grand Am Blown fuses

The car starts great and runs great. When you try to put the car in drive, it won't shift out of Park. I found the fuse under the hood that the circuit goes through. It was blown. I replaced it, but if I drive somewhere and park it....sure enough it won't shift out of Park and I'll have to put a new fuse in just to get home. When I put the new fuse it, a here a rapid clicking noise, like a relay goiing back and forth...on and off. Is this a relay problem or something else? The car still runs great. I would hate to have to get rid of it because of this problem. Thank you.

This is going to sound like a stupid question, but do the brake lights work when it won't shift from park?
