1996 grand am instrument cluster replacement

i have a 1996 grand am se with 100000 miles,ive recently installed a new icp the manual stated that the nvm chip needed to be switched i cant locate the nvm,also how do you bypass or reset the anti-theft from replacing the icp please help. it starts then dies like the anti theft is preventing me from starting. the nvm is non volitile memory the haynes manual said that when replacing the icp you must remove the nvm and install it in the replacement icp. the manual stated that it would be located near the odometer but i cant find it and am not all that sure what i should be looking for
