1994 Pontiac Grand Am chirping sound when turning

Recently I noticed that when I am beginning to drive forward (slow speed or even sitting still) two things occur: as I turn my steering wheel it is a sense of the tires "grabbing" and thudding as I turn the wheel, and is difficult to turn. Second, as I turn there is a "chirping" noise. This occurs while still as well as while driving (when I go to turn a corner, for example.) I have no leaks. Is this my power steering pump starting to fail? Thank you!

i would check power steering belt and replace it
