starter wires - how do I replace the burned wires?

I have a 79 trans am with the 403 0olds motor. The wires attached to the starter are burned right trough. THe battery cables are good. My question is how do I replace the burned wires? Can I cut them and reattach the hardware to mount them back to starter or do I need to replace them? What are they called? There are little resistors running through these wires maybe an inch long. I started removing the tape to see where exactly they lead to but I haven't found yet where they lead. Any help would be greatly appreciated.

The smaller ones are fusible links, you should buy new ones, the are there to protect the electrical system from fire! The heavy one is the positive battery cable, replace it if it burned. Here is a guide that will help show you

Where is the "enable starter relay" on a 1989 Firebird. I have power from the ignition switch,but not to the shifter lockout switch. Standard Firebird, 2.8 liter, automatic.

89 firebird starter enable relay is on the left kick panel below the dash...
