I have been having problems for several weeks now
with disengaging the security system so that I can
start the car.Sometimes I have to wait for hours,
two or as long as 8 to 10 before the little round key
which you place into the Clifford Security receptacle
under the dash to the left of the steering wheel will
stop blinking and turn off so that I can start the
car.It has become a major headache.
How do I either turn it on or off quickly to start
the car without there being a supposed toggle switch or valet button that I was told resets it?
And more importantly,how do I disable the
security system entirely once and for all?

I am under the impression that this is aftermarket Clifford alarm system that you are talking about, not the PASS-Key II factory-installed system, right?

If it is, I have no access to the info that you are looking for. You may find the answer at clifford.com or ask the question at installsupport.com. Just add http://www. in front of the address.

If you are talking about factory alarm, your problem may lie within the PASS-Key II decoder module.
