2004 Pontiac Aztek key won't turn all the way back

when u turn the car on it's find but when you turn the car off it won't turn all the way back so the key won't come out you have to keep turning it on and off to get it to come out. do you think it's my ignition switch can u plz help me so I can take the steps I need to take. thank you
