2001 Pontiac Aztek Motor running hot but not over heating

Engine Cooling problem
2001 Pontiac Aztek 6 cyl Front Wheel Drive Automatic 200K miles

Had a problem with this car / motor over heating and blown head gaskets. With 200k on the motor there was no way I wanted to pay for the motor rebuild so I decided to do it myself. I did have the heads cleaned and pressure tested by a machine shop. So I replaced the headgaskets new bolts heads and intake. I also replaced plugs & wires. I also replaced the thermostat and temp coolant sensor and installed a new radiator. Motor all back together and I tried to start battery was dead. Replaced battery and it started right up. Running very smooth but the temp is running hot its to the line right before RED. The manual during coolact fill says to open the 2 bleeder and fill wait for the cooling fan to turn on and off 3 times. The fan is never turning on. If I open the relay cover and hold the relay on the fan does runand the temp on the motor comes down to where it should be 1 dot above halfway. So the fan not turning on is problem 1. Problem 2 when i drive the car the temp is also high and the fanshould not impact because of air flow from driving is the correct?
How do I make sure i have all the air out of the motor? Could really use some help.

Sounds like the computer is not energizing the fan relay
