'94 Transmission Slipping

I have a '94 3.0/V6 Voyager.

The transmission will go into low drive and reverse, but will not up-shift into 2nd or 3rd. It goes into gear and the tranny seems strong but once moving the transmission slips and the motor just seems to race.

I replaced the Transmission Pan and filter as well as the fliuds (there was no abnormal metal deposits on the magnet). If I allow the RPM's to go up--it seems to 'want' to kick into 3rd.

What can I look at short of replacing the transmission (which seems to be okay). Where is the Shifter Control Module located? IS this the same as a Transmission Control Module? Or should I be looking at the Speed Sensor?

Just to add my $.02, when I see this happening it usually turns into a tranny rebuild. There are shift solenoids that go bad or stick. Maybe someone else can chime in, but you may end up throwing good money after bad at this point.
