1999 Plymouth Voyager Serpentine belt, and tensioner

Hi 1999 6cyl 3.3 L Plymouth voager.

It threw the serpentine belt, and I am attempting to put it back on. The belt is in good shape. I can not get the belt tensioner to move at all to get the belt back on. How does it operate? Does that little black clip on the top of it have anything to do with its operation?

I have seen where this is a chronic problem with the Plymouths The throwing the belt that is. I just want to know how to get the tensioner to move.

Any suggestions would be greatly appreciated.

If you cannot get the tensioner to move either way then the tensioner is bad and needs to be replaced.
I would also make sure that the P/S, ALT, A/C, Idler pulleys all spin freely. a frozen pulley can cause the belt to be thrown.
