1999 Plymouth Voyager anti theft?

My Voyager occasionally (becoming more frequently) starts, but stops before I can even get it into gear. Not all of the dash lights come on. It will do this several times and then just stop starting. My mechanic thinks it is the anti-theft system. he would like to disable it, but Chrysler won't tell him what to do, as it is proprietary. I refuse to go to a dealership AND I can not afford to. Any insight or instructions or both?

need to scan body control module
check for any codes
u may suspect the module if all OK




and he is sure its not an idle control valve issue!
