The driver's power window quit working. It was slow going down today so I assisted with light hand pressure. It Went another inch and stopped. It did this once before and fixed itself.

Watching the interior light, It appears that it is not drawing any electric when I actuate the switch.

The Drivers Manual says there are resetting fuses but this one doesn't reset after four hours of sitting.

Where are these resetting fuses ( circuit breaker or thermal switch) located?

The passenger side works.

Don't replace the motor unless you're sure it's the motor. Usually it's just the armature brushes in the motor. The way they were designed, the brush springs will halt the brush from fully contacting the armature. Just take the motor apart and reposition the brush so that the spring doesn't interfere. You'll get a lot more use out of the window.
