Shakes or Wobbles problem

I have a 1992 plymouth voyager and the cerpintine belt keeps coming off after having it put back on multiple times. It was mounted to see if frame is crack or broken and I was told the frame is fine. A new water pump was placed on it and so many other things, this has become a very expensive problem. This problem has been going on forever and the car man doesnn't seem to know what the problem is he said that this is a car from hell.
