can this be the torch converter

1999 plymouth voyager, 74,000, v6 front wheeel drive wants to put on brakes when driving or hitting a bump. just had new brake pads put on front. dealership thinks it is the torch converter but cannot be certain. I do not want to invest $700 if it not :mrgreen: , help -

Torque Converter Clutch can cause your problem if it fails to release, the engine may shudder or stalls-acts as though you are stepping on the brakes before a stop.
