1998 Plymouth Neon Cooling Fans

The cooling fans in my car did not shut off and drained the battery. I jumped the car and the fans remained in. I disconnected the battery and pulled out the fuse for the fans, which shut them off. I re-installed the fuse and re-connected the battery, now the fans won't kick on at all. The temperature gets to well above normal and the fans never kick on. I checked the fuse to make sure it wasn't blown and it isn't. Why won't the fans work now?
