1997 Plymouth Neon Car won't start

Welcome to the forum, have a helper crank it, while you check for spark at the plugs, if you have spark everywhere, use a gage and check fuel pressure.

Does the check engine come on when you first turn the key on? Can you communicate with computer? You should be able to get some mil codes. You cycle the key just till the dash lites come on, no further. On--off, on--off, on, then the check engine lite starts flashing, you count the flashes to get the codes. Your looking for two digit codes, a code 24 is 2 quick flashes, a pause, 4 quick flashes.

I would need it to go to the shop the check engine light has always been on since I replaced the engine the shop never reset the setting to the engine!! But the car cranks it just won't start!! Someone was saying that the person that broke into my car could of shorted out the starter since they could not steal anything

If the vehicle cranks good, the problem isn't the starter.
