1998 Plymouth Breeze Horn

I agree with you, the horn circuit in the steeering column is a ground.

Ok, pulled the airbag out and looked for the short of the horn. The only thing there was the actual connection for the horn ground. However, under the aribag there are two airbag mounts. These are held on by four screws. Each screw has a white washer installed before the mount is put on. Between the screw head and the mount there appeared to be some sort of black washers which have erroded away. Could those washers be what is causing the constant ground? If I leave the realy in the horn always sounds. If I disconnect the actual horn, then puch the steeing pad like I am pushing the horn the relay clicks which means it is performing correctly. I am at a loss other than the washers.

I can't see it from here,but, right now, I think there is a problem with the wiring circuit in the steering column. If you found the ground for the horn at the steering wheel, if you unplug it, and don't let it touch anything, does the horn still sound?

I had the exact same problem. You are on the right track with the washers. I replaced the old dry-rotted washers which keeps the two horn paddles from grounding out. I went to autoZone and bought a pack of grommets and split them in half. Worked great!

Went to Ace and got some teflone washers. 1/8 inch thick. too thick put of grinder to make thinner and put them in. walla the horn now works as it is suppose to. thanks to everyone for the comments.
