2004 Peugeot 307 my air flow adjustment doesnt work

hi there, really appreciate your help. Firstly my car is 1600cc.

When i turn my air flow adjuster - with notches 1-4 the air be it hot cold or air con doesnt blow out at all, please help - what should i look for.
