This is normally a blend door issue but the fact that you have heat on one side and not the other on a single zone system, that points more to a heater core.

Let's check the lines going into the heater core and make sure they are both hot to the touch when the heater is on high. If they are not then the heater core is restricted.

Lastly I attached the info below on the actuator because if the heater core proves out then it has to be a actuator issue. Let us know what you find. Thanks
