Passenger seat belt bottom will not click

I want to know if I can temporarily transfer the middle seat belt from the back seat to the floor portion of my front side passenger seat? Because I rarely use them. And my question is; How do I disassemble them?

I doubt that the stalk will transfer across and in any case it would be a far better fix to repair the seat belt so all are working. It may be a case of something being lodged in the slot, often a hit with some compressed air can dislodge any foreign object, you often see coins or small objects fall in and jamb up seat belts. Have a look first it maybe a very simple fix.
