The parking, dash, license plate, and fog lights stopped working?

Okay, you checked the fuses with a test light or meter? With no power to those and the relay that does work we will try a couple things. First the ground from the light switch, for that the easiest test is to pull the relay and connect a test light to a known ground. Now touch the contacts where the relay was. You should find 2 that are hot. Now remove fuses 1 and 2
and use one of the power feeds you found earlier with a fused jumper and touch both of the contacts for fuse 1. If the circuits are complete, you should see the dash lights on one side and the parking lights on the other. Those cut the relay out of the circuit. If they work swap the relay with a different one, if you still have no lights then it's likely internal to the smart junction box (body control module). To replace that you need a scan tool and programming access, you need to download the configuration from the current box. Then you can remove and replace it with the new box and then upload the information back into it. That will get you the lights and fog lights as they are an option that gets turned on through the box as well as setting it to control the rest of the electrical items as well.

Well I got stumped early. I had said parking light relay when technically the 2005 ranger fuse boxes don't list a parking light relay. It does have a fog light relay. I checked the fuse box connectors where pins 30 and 86 plug into for that relay. 30 gets power but 86 has no power.

If fuse 31 tests good but you still don't have lights it is because of the bad relay that is built into the BCN, it is not replaceable. The tests I described above are to test that. The fog relay has no connection other than as a power tap. It sounds like you will need a replacement BCM and it's programming as that is the only feed for the parking lights.

Steve, when you say BCN, is that the same as the smart junction box (SJB) on the 2005 Ranger? And if that's accurate, does that have to be programmed?

Same thing, Ford calls them one thing GM another and Chrysler another. Yes, it needs to either have the programming transferred or written into it.
