check for a broken or slit vacuum hose going to the solenoid. it can be a few things, see pictures.

The two solenoids they sit on top of intake manifold the one that is in front or closest to the throttle is for the vacuum for plates in the manifold both these solenoids are exactly the same, now the solenoid for the IMRC it has vacuum coming in but it don't have vacuum coming out, so I switched them and you know what the other one did the same thing I even put the IMRC one in back and that one works in back either one of these solenoids will not work in front position.Does any one have a theory on this or what am I suppose to do next.Thank You

There won't be any vacuum coming out until the computer turns it on when it's supposed to.

The one solenoid for the IMRC it has vacuum going in but not coming. Now the back solenoid the one for the IMTV it works fine I have switched them and the one that is in front it works in back and the back one does the same so I am thinking the solenoids are all right. So maybe I am not getting a ground from the PCM I don't know how to check that does any one know or could explain to me how you do that .

have it scanned for codes and give us the code autoparts can do it

hey I screwed up on that one sorry this really requires a scanner to test this for voltage but check items in pics for binding,vacuum leaks air leaks pcv system working as well as no holes in air ducts leading to throttle body and or a worn out throttle body.......one pic shows connecter which rtn is to pcm which would be ground this can be a bad pcm as well.

I posted this yesterday and I have checked the actuator with vacuum and it held. I know it is not vacuum and I know its not the solenoids, because I have switched them. Right now I have the IMTV connection plugged into the IMRC solenoid and it is working the flappers, but I still have the code the IMRC solenoid just isn't letting vacuum through when plugged into its connection. Maybe the position sensor. I don't have the money to take this for a diagnostic and my tags are due in six months. Maybe the IMRC signal circuit is shorted to PWR, GND, or SIG RTN, but I don't know how to check that, could some one explain how I would do that procedure? Maybe walk me through it? I would be very grateful.

I have a code the says my "Intake Manifold Runner Control" valve is stuck open. My question is, "What the hell is a "Runner Control Valve"?

inside the intake manifold. have someone check the rod and make sure the clip did not break on the control
