P0232 High Voltage Fuel Pump Secondary Circuit

Cranks but will not start. Engine starts to run when spraying in starter fluid. Fuse and Relay in fuse box under hood are both good. Hit reset button on inertia switch - no help there. Put in new fuel filter. With fuel filter out, cranked engine, but no gas came out the opened up fuel line. Old fuel filter has some restriction.
Do I need a new fuel pump, or is there a problem with some module or circuitry?

Sounds like what happened to my wife's firebird. We had to replace the pump and the screen in the tank. The enthnal in the gas clogged up the screen on the end of the fuel pump so very little gas would get through. But not enough to keep it running
