Code P0016?

I'm having this code come up, but this is not a normal case i replaced the head with another 2.4. It came from a 2006 the yard said so i thought the cams were wrong. So, i changed them and it still set the code. and it sounds like it runs great but i keep getting the p0016 code i re checked the timing 3 separate times, i changed out the intake actuator, and swapped the intake and exhaust position sensor. I'm running out of ideas. The cam phasers are cloyes and i brought an entire new cloyes kit, what am i missing?

P0016 camshaft position sensor for bank 1 does not correlate to the signal from the crankshaft position sensor. So, I would remove both the intake and exhaust camshaft oil control valves and clean out the small oil screen at the front of the valve, here are the locations so you can do the work. Also make sure the engine oil level is clean and full. Check out the images (below). Let us know what happens and please upload pictures or videos of the problem so we can see what's going on.

I just put new oil in it when i did the timing chain install and i cleaned the actuators and still have the code.

P0016 camshaft position sensor for bank 1 does not correlate to the signal from the crankshaft position sensor. So, the valve is not working, or the timing marks are off, did you have this code before the timing chain replacement? Maybe you got a defective camshaft actuator? Also did you change out both camshaft oil control solenoid valve and how is the sludge condition inside the engine when you had it apart? If you have low engine oil pressure this code will not go away fyi.

Hi, i only changed the intake actuator and when i changed camshaft position sensor it had sludge on them but i cleaned it out, I'm not sure of the code beforehand because this is a project car. here are pics.

I'm timing it again and should the crankshaft notch be at 12 o'clock and the dot at 5?because when i do that my intake notch is more at 4 o'clock.
